The Warsaw Functional Area is made up by the signatories of the Warsaw Functional Area gminas agreement on cooperation in the implementation of the Integrated Territorial Investments in the EU financial perspective 2014—2020.
Due to the growing importance of urban functional areas in domestic and European Union policies and activities undertaken for the integrated development of the Warsaw metropolitan area, the draft of Integrated Territorial Investments Strategy (ITI) for the Warsaw Functional Area 2014-2020+ has been developed. The strategy includes actions posed before local government units as part of the development of urban functional areas. Their implementation is based on EU funds allocated directly to the ITI instrument, aimed at concentrating EU cohesion policy in functional areas.

The basic legal act regulating the issues of ITI implementation in Poland is the Act of 11 VII 2014 on the principles of implementing programs in the field of cohesion policy financed in the 2014-2020 perspective. The formal condition for the launch of the ITI instrument was the signing of the agreement by the gminas included in the Warsaw Functional Area in the scope of implementation of the Integrated Territorial Investments in the EU financial perspective 2014-2020.

The Warsaw Functional Area consists of the following gminas:
